With the measurements you provided I would recommend size medium.
In this item you would be a size large but as you mentioned it is very possible that you will experience swelling in your feet so possibly consider a full foot item if possible.
Due to your height the small would fit as Capri. In order for these to be long enough for you, yoou might need a size large for them to be exactly on your ankle bone.
